Yesterday I updated my CVS tree with Andreas' changes.
How recently have you updated?  I haven't yet tried to build
using Andreas' config changes; that's my next task.
However, Andreas recently reported getting TclDOM/libxml2
built on Windows (for ActiveTcl).

I'm about to start working on v2.4.  The focus of this
release will be getting the build and install system working
smoothly.
