You might get success on the tcl...@li... mailing list, but I think you essentially need to use TclXML with the newer versions of Tcl. The lack of a recent expect on Windows is a problem. ActiveState is prepared to do a port for anyone willing to fund it, but noone has been willing to foot the bill so far.
