Firstly, the TclXML v2.1theta release is *Tcl-only*.
It only has the pure-Tcl version of the XML parser.

If you want a Windows binary of the expat interface then get
ActiveTcl 8.4.0.1.beta2 from ActiveState.

I never got the Xerces-C++ wrapper working, but instead I've got
a working libxml2 wrapper for TclDOM.  At the moment you need to
checkout the CVS development tree to get access to it.
