TclXML can indeed parse DTDs - see the -elementdeclcommand,
-attlistdeclcommand, -entitydeclcommand and -notationdeclcommand
options.

However, TclXML cannot "generate" the XML.  My TODO list has an
item to create a Tcl package which reads the DTD and creates
Tcl commands corresponding to each element type, but alas I
have not yet got around to working on that.
