XSL requires that its input be well-formed XML, so you can't feed
arbitrary HTML into XSL (you can HTML as the *output* of XSL, though).

If you want to process HTML using XSL you will have to fix the HTML.
Dave Raggett's Tidy program can do that, and a project has just started
to create a Tcl interface to Tidy (TclTidy?).
