#13 fix tclx configure with bash 3.1

This patch fixes:
checking system version (for dynamic loading)...
../../tcl/unix/configure: line 7282: syntax error
near unexpected token `('
../../tcl/unix/configure: line 7282: ` case
`(ac_space=' '; set | grep
ac_space) 2>&1` in'

due to a mismatched quote in tclconfig.m4.
