#76 Tclx(n) help facility information

The man page continues to refer to the Tclx help facility (which I always thought was a nice feature). However, the tclhelp command itself no longer appears to be included in the source distribution, and while the Makefile has an install-help target, it doesn't appear to actually install anything.

My own preference would be to see the TclX help facility turned into its own extension, and that eventually that extension be included in the Tcl distribution. In any case, it either should not be documented, or the facility should be certain to work the way the documentation is specified. Currently, the help commands do not appear to be installed into at least the ActiveTcl 8.5.7 distribution, or the TclX source build that I've used.
