[tclwebtest] Adding -nocomplain_list option to do_request

I've commited the following patch, which adds the -nocomplain_list
option Til and me talked about on IRC. Little example to try with:

 do_request -nocomplain_list {403} http://www.google.com/search?&q=linux
 do_request -nocomplain_list {301 302 403 505} http://www.google.com/query=linux
