[tclwebtest] API Docs!

Thanks to the initiative and the huge patch from Grzegorz Adam
Hankiewicz there is now the possibility to document the code inline
and generate API docs automatically.

It's online here and comes also with the latest CVS checkout:

http://tclwebtest.sourceforge.net/doc/api_public.html


To generate them locally call:

$ ./tclwebtest generate_docs.test


Further improvements of the documentation welcome ;)
