[tcltk-perl] I've added new developer

Dear all,

just now I've added Slaven Rezic to developers of tcltkce project to provide
a possibility for Slaven to make CVS comits directly.

Slaven is perlTk expert and sent me some patches, and I think most of them
should go directly to repository.
