The enclosed patch adds two functions to make the
implementation of an XMLRPC server easier.

One function complements the 'XMLRPC::reply', allowing
replies with more than one result. The name could be
better. The other function adds a parser for XMLRPC
requests.

Additional functionality we could need: A parser of
both SOAP and XMLRPC requests. That could be used to
(re)structure 'SOAP-CGI.tcl' a bit.

Note: The rpcvar package is a bit mislabeled. We are
not working with variables, but rather type-tagged
values.

I've changed the XMLRPC::reply proc to be replym rather than
have two near identical functions. Added the
    parse_xmlrpc_request to the SOAP.tcl file

The restructuring of SOAP-CGI and re-implementation of the
SOAP::Domain code for tclhttpd is going to have to wait a bit.

    I'm sticking with rpcvar :)
