Is C:\TDK\bin in your PATH and before C:\TCL\bin?  This is important,
because we rely on that for finding tcl84.dll and tk84.dll.

I didn't try with an 8.3 install, but I can't see how that would
confuse the plugin.  I never install in just C:\TCL, so it should
work fine regardless.
