#3 Patch for MacOSX

Adaptation for MacOSX 10.2 with Apple's ODBC.

\* ODBC.m4: Add Apple's ODBC.
\* tclodbc.hxx: Add Apple's ODBC headers.
\* tclconfig/tcl.m4: Add auto-detect for Tcl.framework.
\* tclconfig/tcl.m4: Use g++ for linking.
\* configure: Regenerate from patched \*.m4.

Notes/questions:

ODBC.m4: Where is this originally maintained? This
could probably be done more elegantly.

tcl.m4: I tried to import the tcl.m4 from the Tcl CVS, but
that seems to require updates to configure.in and
probably Makefile.in, and I wasn't prepared to do find
out how these need to be configured.
