The tclutils "datautil.tcl, genutil.tcl,
sqlutil.tcl, and tkutil.tcl" have the line "package
provide tclodbc 2.2" as their first line. They should
have a version number of 2.2.1 or 2.3, in order to
match the version of the DLL (or .so).
