#1 Mingw compilation

I make modification for compilation with mingw.
It's more TEA compliant. Tested only on Windows.
I hope it will work on other platform too.

Don't use automake and have modified Makefile.in from
sampleextension.

Delete Makefile.am and generic/Makefile*

Need TEA 3.2 tcl.m4
