#215 improvements for fileutil::traverse

This patch improves the fileutil::traverse package in
several ways. The changes are documented in the
man page traverse.man and in the Changelog. The version
number of the traverse package has been bumped to 0.5,
which is also reflected in pkgIndex.

IMO the -notroot True functionality should be the default
however the patch is backwards compatible to version 0.4.

There are no additional test in traverse.test, I will
be glad to provide some for the new functionality, if
the patch is deemed worthy for inclusion.

Motivation for the patch is to make it suitable for a
archival/backup system I'm writing.
