No, there is no specific process.
These days I look at and work on Tcllib maybe 2 times a year, and
Tklib is often forgotten in that.

With EuroTcl/OpenACS 2024 coming (https://openacs.org/conf2024/info) my current
plan was to look at Tcllib starting the beginning of June to make a release by
beginning of July.
This plan is now extended to cover Tklib as well, and after reading over the
list of open Tklib tickets I habe decided that Tklib will be handled first, and
work shall start middle of May (weekend of pentecost) already.
All tooltip tickets are now assigned to me.
@Arjen All plotchart tickets are now assigned to you. A number of them are
likely out-of-date/mooted because of new plot chart versions since then.
