Ok, that's silly, but we can deal with silliness.

A package can go into tcllib if its dependencies include only packages
that are distributed with Tcl, packages that are distributed with
tcllib, or packages on this list {...}.

(Where coincidentally, the list is the remaining packages in ActiveTcl).
