When a change occurs to a tcllib or tklib module, as far as I can tell, the appropriate *lib/module/*/ChangeLog file is updated. But what determines when the *lib/ChangeLog (the package level) is updated? Just curious - seems like there are two strategies one could take. Either the top level ChangeLog only is updated when modules are added or deleted, or it is updated for those as well as when the modules are modified, with a brief description of the change to give someone an overall view of the changes made.
