 Yes, I believe that (1) is the reasonable choice, given that
back-porting the fixes for 8.3's 64 bitness is out :-D

Just to make sure that we are on the same page, the situation is this:

            8.3- 8.4+
      32bit OK    OK
      64bit *     OK

For 32bit machines everything is fine for all versions of Tcl, it is
only 64bit + 8.3- combination which has a problem.

IOW, you are advocating (1).

No, I am fairly sure the problem is the package and how it is
implemented.
