Are there things that could be done to the packages so that they worked
correctly on the older versions of Tcl? If not, then whatever the lowest
version of Tcl is on which the packages can correctly operation should
be the value of the value.

If the problem is just the test suite, then just mark THAT as requiring
the newer version...
