To have a buffer of at least two weeks between Tcllib release and conference start, i.e. enough time to get the release into ActiveTcl and the Conference CD we have to start now. This will give us one week for of relatively normal work, two weeks CVS freeze to make, test and fix release-candidates and then the two-week buffer.
