BTW, step 3 usually happens as soon as I see the announcement
on c.l.t, Freshmeat, or one of a couple other places.
I also have a cron job that polls each project homepage
on a rotating basis to see if the Last-Modified: date
has changed; whenever one does I check it by hand.
Finally, if I miss something, you can always email me.

There's no automated submission form for the Gutter yet,
but the current system seems to work reasonably well for now.
(I didn't want to ask package authors to do any extra work
when making a release, and I read c.l.t every day anyway, so ...)
