Currently my perception is that I am the only person who is doing any type of work on Tcllib, be it bug fixes, new modules, applying rfe's, etc. And as Tcllib is not my sole focus I do things when I have time, as it pleases me, and what pleases me. The exact extent of new stuff usually becomes only visible when a release is prepared and the release manager goes through all the modules and brings everything uptodate and collates the information for the README.
