[Tcllib-devel] Tcllib release

Hi all.

I am currently going through the tcllib ChangeLog and believe that
there is enough material (bugfixes, enhancements, new modules) to
allow for another release. Given that there are a number of new modules
(and other modules are significantly extended (textutil for example))
I propose that we do a new minor release instead of a patch release.

That would be 1.2.
