[Tcllib-devel] tcllib csv mention

Over on http://wiki.tcl.tk/5985 there is a note in the last piece of
code on the page that the tcllib csv package fails rule 6 of
http://tools.ietf.org/html/rfc4180 . Is this the case, and if so, is
there a way to provide the missing functionality in the existing code?
