Ok, as nobody is standing up to help with doing a Tklib release before Xmas
I will apparently have to make the release alone.

That means I will do the Tcllib release as planned, and the Tklib release
when I am back from my vacation, in January, making it a 'New Year's release
instead of Xmas.
