#77 doctools - Add backend 'docbook'

It would be nice to have a backend for doctools that
produces docbook. Because docbook has more information
than doctools, this transformation cannot be completely
automated, and requires human intervention to complete,
but at least it would be a start.

Eventually, it would be nice to see Tcl itself make use
of docbook, but I don't suppose that will happen any
time soon.

    David, I have no knowledge of docbook, but hope that you
    have. See the TMML engine for an example generating XML
    output. Do you believe you are able (and have time) to use
    this as template to create a docbook engine ?

    I could probably make it work, but unless there were a
    concerted effort to move to docbook itself, in some ways I
    think it might not be worth it - mostly because it probably
    just won't buy is that much. Maybe we should flag this bug
    'pending' or close it.

    Hm. Would a docbook backend buy us some connection to
    debian, or other linux distribution, i.e. better docs for them ?
