Yes. Most of it is already there. All that is need is the functions to read the public and private (Could be the same format as OpenSSL -- I tend to use X.509/PKCS#1 rather than GPG) keys and implements some GPG-specific things like "web of trust".
You could open a feature request so I don't forget, or I'll try to remember to open one later.
