#309 Can comm use Iocpsock under Windows

I have one report of comm not being able to open a windows socket.
Ther error message was:
couldn't open socket: no buffer space available
while executing
"::comm::comm_cmd_new ::comm::comm ::comm::comm -port 0 -local 1 -listen 1"

I have a feeling that if comm were to use the Iocpsock package where available this could be taken care of.
