#262 install as Tcl Modules

Following the instructions in
INSTALL.txt installs the packages
in a [tclPkgUnknown]-compatible
install scheme.

Where Tcl Module installation is
support, it ought to be a better
choice.

I request that the tcllib install
machinery permit Tcl Module
installation, at least as an option,
and preferably moving fairly quickly
to being the default option.
