#878 The "notes" in INSTALL.TXT are wrong

The tcllib-1.9/INSTALL.TXT file has notes at the bottom saying how it interacts with other versions. They don't appear accurate.

They refer to previous versions of Tcllib, implying an install will clobber them. If the install actually does for some reason clobber old versions, this should be made more emphatic I believe. But it doesn't appear to.
