The man page for ncgi appears to be using the word 'session' in a way that doesn't fit with the common concept of a session in web-application environments.

e.g
"Set the query data and Content-Type for the current CGI session."

"If url is specified, then it defines the URL for the current session"

My suggestion is to replace the word 'session' with 'invocation'.
