It looks like tclPkgUnknown depends on file readable returning true for
resource URLs in order to source pkgIndex.tcl files on the classpath,
which is a bit useless since file readable doesn't actually return true
on those (it considers them to be relative paths, and then builds the
most grotesque constructs out of them)

I'll admit to a bit of knowledge of the internal workings of Tcl, but
I'm a bit unsure of how to start fixing Tcljava to support this use case
that was obviously stubbed in and then never really used.  Has any one
got a patch set against tcljava -- 1.4.0 or 1.4.1, preferably -- that
enables this behaviour?
