Larry you need to add tcljava.jar as well, that's where the
tcl.lang.TclException class is.

I still don't understand why this does not just work out of the box.
You did run the make install rule after configuring with a --prefix,
right?

This is from the jaclsh.in file:

# Add the .jar library files to the CLASSPATH
JACL_CLASSPATH=@JAVA_CLASSPATH@:${XP_TCLJAVA_INSTALL_DIR}/tcljava.jar:${XP_TCLJA
VA_INSTALL_DIR}/jacl.jar:

As long as your paths were setup properly, it should have just worked.
