Where can I get/find Tcl Blend 1.3?

It is in the CVS. The SF page has info about how to
set the CVS root and download. The module name is
"tcljava". Note that Tcl Blend 1.3 is not released
yet, but I think it works better than 1.2.6 in
many ways (but still, it is "for developers only").
