What about the Tcl commands not listed in diffs.txt ?

I've still not got jacl working, or I could test this stuff out myself.

Comparing the diffs.txt information with my C Tcl distribution, I don't
see a mention of 
array
encoding
error
lset
memory
msgcat
parray
pkg::create
resource
