[tcljava-dev] New Jacl and Tcl Blend build system for Windows checked in

Hello all

I just finished an initial implementation of Windows build support for
Jacl and Tcl Blend. This implementation uses msys+mingw and the
toplevel configure/make to build under Windows. All those folks that
complained about needing VC++ to build Tcl Blend or Jacl should
be much happier now. Please test it out, just note that you will need
to use CVS versions of Tcl and the Thread package for now.
