You're basically asking for virtual server support, which is not in place.
Is there some reason you just can run a few instances of the tclhttpd process?
it isn't large - each one is only as big a single Apache process, and there
are typically 8 or more of those for one Apache instance. If you want to
support hundreds of virtual servers, then you'll have to prototype the
changes to TclHttpd. It probably isn't hard - but it hasn't been very
high on my list.
