TclHTML -- write HTML files in Tcl

I have at last made a first public release of TclHTML, version 5.1.1. TclHTML is a small program for writing HTML files in Tcl.

This version is usable, and I do use it on my personal web site (http://www.alleged.demon.co.uk/), although I have to admit that I use it alongside its predecessor (version 4, never publicly released). It has plenty of scope for improvement, though...
