#2 Lose SIP when returning to console

tcl_platform(platform) = WIN32_PSPC
Supplementary Input Panel is present upon startup, and
behaves normally. If console is closed and reopened,
then the SIP is gone.

A workaround is possible: start another application on
Pocket PC that uses the SIP, then switch back to the
console.
