Fix committed on this bug for both trunk and 8-5-main-branch. The 
solution was to leave the menu items enabled even during a modal 
dialog--not optimal, but the alternative (menu being entirely disabled) 
is unacceptable.

Hi Kevin,

thank you very much for looking into this. Does this mean it is impossible right now to fix this in way it was working in Tk 8.5, i.e. disable menus during modal dialog and re-enabling them afterwards? Why is that? Just curious what the limitation is here.

I couldn't track down the issue in Tk itself, so I looked at Cocoa 
mailing lists to see if Cocoa developers had ever encountered a similar 
issue. The solution proposed on one Cocoa list was the solution I 
adopted here.
