I can't reproduce the connectivity problems you report for MINI.NET:
% ping mini.net
PING mini.net (220.127.116.11) from 18.104.22.168 : 56(84) bytes of data.
64 bytes from mini.net (22.214.171.124): icmp_seq=1 ttl=237
Now that you show the IP address, I can ping it too.
That means you are using a DNS server that still has
it cached. If you follow the same "nslookup" input as
I showed, does it hang? I started [not shown] with one
of the root servers, F.root-servers.net .
For everyone who isn't using a DNS server that happens
to have it cached (because you've been accessing it),
the web pages can't be accessed.
Mini.net's DNS is dead.

Aha... got it. The primary server was down, the secondary was ok. I've
