Doesn't look like the page has been updated in a while... "Netscape
plugin".  I'd ditch that, and add some of the more recent developments
with safe Tcl.

I removed the tcl7 stuff.  If anyone wants to contribute a more full 
rewrite, I'd be happy to update it.
