Basically it has nothing with the support of leap second - only the
free-scan has been fixed in 8.6 for the time larger than 23:59:59,
whereas previously (due to return -1 from ToSecond) it jumped to
previous day. 
Now it works similar to format-scan (day += (time / 86400); time %=
86400). I emphasize - any time, also 99:99:99, not the leap second or
24:00 only.
The ticket for the leap-second support [f2b5f89c0d] [1] is still open
(because of the complexity of possible solution, however it is rather
something about new option -validate of 8.7/9.0). 

Regarding possible change note, how is about:

* [clock scan] fixed wrong time conversion by free-scan caused day
decrement for time larger than 23:59:59,
 now the result is the same as for format-scan. 

(actually similar the message of commit [595fad24d70e1693] [2])

rc1 release is ok for me, thanks for the fix.

About the release notes:

  * [clock scan] support for leapsecond.

AFAI understood, the leapsecond support is only for input and will jump 
to the next real second. This wording suggests full support for me, even 
if "clock scan" is mentioned.
Possible wordings:
"limited support for leapsecond"
or
"accept leapsecond as alias for next second"

...but I may be wrong...

 Tcl/Tk build fine on OpenBSD-current, i386 and amd64.
Tcl tests fine, Tk tests hang on "focusTcl" test, but so does Tk 8.6.13.
Overall, looks good, I'm sure Tk is fine.

Works fine on FreeBSD, except for filesystem-1.30.3:

Here, we expect [string equal [file normalize ~] $::env(HOME)], but if 
my HOME is a symlynk (/home -> /usr/home), that'll fail.

Why is [file normalize] used on one side only?

Yes, it is in since Itcl 4.2.1 which was shipped before TCL 8.6.14.
It would be great to have this in the release.
I have added a ticket for documentation.

I am wondering, why I did not detect this. Normally, I do a "package 
require" for all packages manually, like this times.

I suppose, nobody complained, as it is easy to fix and the issue is obvious.

I don't want to complicate things. But here is my issue with those 
double-version pckIndex files:

Looks like this has been broken ever since the makefile was modified for Tcl 9. Fixed now.

The test suite was not failing because it loads directly without using pkgIndex.tcl. This is a common failing for several extensions that directly load from the build area without doing a package require of the built release.

The fact that this has not been reported from users is probably because no one uses the nmake build for Itcl! In other words, probably no need to hold up the release for this!

[TCLCORE] Tcl/Tk 8.6.16 Release Candidates

are RC0 candidate source code distribution pre-releases of Tcl and Tk 8.6.16.

These are the first candidate releases leading to the release of Tcl/Tk 8.6.16.
Unless some serious blocking issue is reported, it is intended to promote these
candidates to the releases on December 9.

The Tcl pre-release includes pre-releases of the packages Thread 2.8.11, Itcl 4.3.2,
and TDBC* 1.1.10.  The released package sqlite3 3.47.1 is also included.

Please test these candidates on your platforms and reporting any blocking issues
you discover.
