[TCLCORE] TIP#117, Object type introspection

I think TIP#117 is ready for vote if anyone feels
like sponsoring it.

I should have dug up the discussion and made
a summary but IIRC it was mostly about possible
expansions of the functionality, which the TIP
leaves for future expansion.

The main objection was about the output format which
has been fixed in the TIP.
