oops, sorry about that, seems to have been due to a faulty build

I've now rebuilt the TkImg installer package from scratch (from the 
same sources as used for 8.4.2.0), you can get it here:

	http://rutherglen.ics.mq.edu.au/~steffen/tcltk/TkImg.tgz

let me know if this does not fix the problem for you...
