[TCLCORE] Merge of branch tka11y into trunk redefines tcltest built-in constraint "win"

Note that a test constraint with definition:

         [expr {[tk windowingsystem] eq "win32"}]

already exists by the name "win32" (defined two lines before).
Why not use that readily available test constraint?
