[TCLCORE] CFV planned for TIPs 727 and 729

This is to announce that I plan to submit a CFV for TIPs 727 and 729 
towards the middle of this week.

TIP 727: Add a ttk::toggleswitch widget to the core

TIP 729: Add a tk attribtable command to the core (formerly: Add a 
tk_cargo procedure to the core).

Both TIPs have a complete, ready-to-use implementation, inclusive 
documentation and tests.  For a review, just check out the branches 
"toggleswitch" and "cargo".  Any feedback is welcomed.
