I am the one behind tc...@Fr..., and I maintain a lot of Tcl/Tk-related ports on FreeBSD. I don't qualify as "At least two developers committing to development and testing for that item", but I think as long as I'm around, we can consider FreeBSD as "tested". As for CI, there's https://cirrus-ci.com/ which offers FreeBSD platforms and can be integrated in GitHub, or we could use https://github.com/vmactions/freebsd-vm/.
